Sleep debt is payed back selectively with Slow Wave Sleep and REM sleep made up preferencially over stage 2 sleep. Sleep debt is not made up on a 1 to 1 basis. We're not sure exactly what the payback rate is, and its probably different for each person. One of the research projects I'm working on now involves how much sleep debt you can accumulate before you physically crash and sleep.
