I don't bind the mask, gag or chin strap together in any way. The sequence of putting on my gear is, mouth gag first, chin strap second and mask third. It sounds cumbersome but really isn't I can put all of this on flawlessly in total darkenss. As for the safety aspect I just don't believe there's a problem, all you have to do is open your mouth and the gag slips away. I think the three elements are essential, gag, chin strap and mask in that order because the whole assembly is stable that way.
