There has been a good bit of discussion on disability on this forum. If you are in US, the social security administration has guidelines for disability (which are more stringent than those for private disability insurance that might be offered by your husband's employer). (enter "disability" in the search box to find old postings.)

Sleep apnea IS a condition for which social security disability is payable, however, the standards are very high. Your husband might have to go through at least an attempt at retraining for another type of work for which the OSA might not be a deterrent. Try to get the doctors moving on this, as it takes time to get tested, time to get treated, and certainly a lot of time to get disability declared. You might consult a lawyer specializing in dealing with the SSA.
