Well, since I'm the one who most recently made the claim of 40 percent, I thought you raised an interesting question. A quick survey of the literature says two things: obesity is the single greatest predictor of OSA, though there are other factors, such as snoring, smoking, diabetes, etc. that potentiate the problem.
The other thing is that there is no such thing as a quick survey of the literature. (Just joking.) The only specific figure I could find directly on this issue comes from the Journal of the American Dietetic Association Vol. 97(8), pp 896-897, 1997,which says that over 30 percent of apnea sufferers are of normal weight.
Given the underdiagnosis of OSA in the general population, you might assume that a non-target population (those of normal weight) might be even more undiagnosed than, say, obese patients. So 40 percent didn't quite bear out in what I read, but I bet it's reasonably close.
