I think it should be handed out in sleep centers along with the diagnosis. As someone commented above, no one ever told me that sleep apnea was fatal without treatment. And I keep meeting people who've been diagnosed who are not using cpap because the doctor that gave them the diagnosis did it in such an offhand way they don't think it's a big deal.
