Getting Sleep Study Done

I have noticed on this forum that people seem to see doctors and go for sleep studies all the time. I am wondering what is NORMAL when it comes to getting these things done. Where I come from it takes 2 - 3 months to see the "sleep" doctor and between 1.5 and 2 years to get a sleep study done. The local equipment supplier can do nothing without a prescription from said doctor and my insurance company will do nothing without a sleep study as evidence of need. Even when the insurance company gets going, it supplies a maximum of $1500 total for every 5 years of need. And this is considered a GOOD plan compared to most in the area. What is normal service and coverage ??
I would like to be able to pressure the government and medical establishment for better coverage. I need to know what is NORMAL in other areas. Thanks for your help.
