Ofcourse not.
No doctor is going to recommend a kidney transplant for the purpose of treating OSA, its simply that when a person who has severe OSA needs a kidney transplant for some valid medical reason unrelated to sleep apnea, there is often a major improvement or even a total cure of the OSA and it can't be attributed to weight loss or airway changes!!

Same with kidney patients who instead of receiving normal dialysis receive Aggressive Dialysis: there is often an immediate and significant improvement in sleep.

Dialysis patients are the subgroup most likely to have OSA and other sleep problems including Sleep Inversion.

But just because a kidney transplant might have a good chance of helping OSA doesn't mean it should be considered. Same as with a drug. Just because there may be some research being done on drug treatments for OSA, doesn't mean a person should ignore cpap. Cpap is largely effective. Drugs/surgery/et.al. are for those who do not benefit from the first-line treatment: cpap.
