Snoring is not normal at any age especially infants and children.

I can't make a diagnosis without seeing data but there is a high probability that she has a sleep related breathing disorder including UARS.

Home studies can be flawed due to many things. I would advise a sleep lab study in an accredited lab that looks at Upper Airway Resistance Syndrome ASAP.
