It sounds as if the water is leaking out of the bottom of the water chamber. I'm sure you know the metal bottom pries off of the plastic chamber for cleaning. When replacing it, you have to be very careful to push the plastic top part onto the seal on the metal bottom all the way around the chamber. You can see the two parts come together, and you can feel them mesh fully. That's the only way I can figure out that you would be losing water.
