If leaks are the problem, then perhaps an AutoPAP is the answer. It delvers uniform pressure, but adjusts the pressure over the course of the night as needed. Some CPAPs also can adjust for minor leaks.

Note that - as far as I know - no CPAP or AutoPAP has a setting higher than 20cmH2O. You'll need a BiPAP for that. You could set a BiPAP such that it deliveres a constant pressure, but it it's a pressure above 20, that's what you'll need.
