This is an apple and oranges issue.
The spread of many diseases by water-borne particles is well established and understood. It is totally unrelated to a risk from cpap or other humidifiers.
Microbes may be present in water. If nutrients are present, they may grow. They may be spread if the water is physically broken down into droplets and carry the microbes.
In the case of a humidifier, the moisture is released as humidity(vapor). the particle size is molecular and not near large enough for a microbe to tag along. Another thing to remember is that diseases may be spread by the particles when you cough, not by the moisture in the exhaled breath.
