The minimum pressure is to ensure that the CO2 is evacuated from the mask, by venting. It has nothing to do with the lungs. The lungs will empty themselves just fine (unless the pressure is high enough to cause difficulty exhaling). There needs to be sufficient pressure at the mask vent to allow the exhaled air to be cleared before the next breath to prevent rebreathing of the exhaled CO2. 4cm H2O is considered to be the lowest setting that safely accomplish this. As the pressure increases the airflow also increases.
