Liposuctioing Neck fat probably won't work because some of the fat is found in pads inside the airway where liposuction doesn't go (and I'm far from sure that liposuction is used on the neck anyway). These are called the parapharangeal fat pads and some researchers have found that when these are large is predisposes to airway collapse. The other problem is the size and weight of the neck tissue ontop of the airway whilst you sleep. This is why both people who are fat and large muscular men (such as gridiron players in the US) are predisposed toward airway collapse.
