I believe Bipaps can be set in a mode that it changes pressure as you breath naturally or a timed mode where you can change the intervals for inhalation and experation. I think it can be changes for a longer time, but 4 seconds is a long time to exhale. You may have some UAR slowing your inhalation.

Unless you have a neurological problem where you don't make effort to breath during sleep you should be able to use it in the non timed mode where you can take as long as you want to exhale.
