Short answer: Yes, in many, but not all cases.

I have several friends who have apnea and use cpap that have lost 25-50# and are now off cpap. For some people, it doesn't take much weight to cause a breathing problem. It's obvious that people put on fat in different places of the body at different rates so this should not suprise us.
