When you awaken, are you, indeed, lying on that arm in such a way that it explains this? Is it always the same arm? Your note sounds as if this is happening every morning. I would certainly mention it to the doctor. If it is happening every night or almost every night & particularly if you are not lying on that arm when you awaken, I would not consider that a "normal" phenomenon. If it happens only occasionally, that is a completely different scenario.
