When I was using the Activa mask I found the opposite to be true. Had to be at full pressure or the mask/seal didn't inflate and seal. With the Activa I could feel the mask inflate and deflate when I breathed, which was a little annoying. I've since switched to Respironics Comfort Gel, and am quite happy with it (except for the vent setup).
