Yes, it is possible -- in fact, not uncommon -- to have both OSA and RLS. There are 80-some sleep disorders. Your sleep study should check for both so, absolutely, go with the sleep study. Any why are you worried about wasting the Army's money? At worst (or maybe at best, depending on your point of view), it will show that you don't have a sleep disorder and then you and your doctor will know that you must look elsewhere for solutions. You are worth taking care of.
