This "safety switch" usually means an awakening, at least partially, resulting in "sleep fragmentation!" This would prevent him from achieving the deep sleep that he needs to get.
Also, if he does use CPAP, he might find that he sleeps on his back. The OSA profile should not be considered a straight-jacket, you can have OSA even if you don't fit it and don't snore. Perhaps also, his other conditions (and/or the treatments for them) are in play.
