In the United States, there is no trouble buying a CPAP and getting all the manuals if you have a valid perscription. The hitch is trying to get the machine paid for by insurance, and then expecting to get the manuals too. If you buy your own machine new on the internet, you can get it with all the instruction manuals, from any number of websites.
