Could be either. Could be both. Could be none. Nevertheless, from what you describe, I think it sounds a lot like obstructive sleep apnea. I strongly suggest getting a PSG test for apnea. If you get it, the only outcomes will be positive. Either you will test positive for apnea, in which case treatment can significantly improve your situation, or you will test negative, in which case you can rule apnea out and zero in on what the problem is.

If PSG test comes back negative, check out asthma or allergies. For asthma, try vigourously cleaning your house, removing pets, etc. Try a steriod inhailer and a HEPA air filtration unit in your bedroom. Asthma often has a trigger such as dust or pollen. HEPA filters in the bedroom can clean the air of pollen, dust etc, and can help.
