If you are new to CPAP therapy, perhaps you don't realize that there are many many websites that sell CPAP supplies. I'm sure you can find tubing insulation somewhere on one these sites. Just do a Google search on 'CPAP supplies' or 'CPAP equipment'. To dry a CPAP hose, you can just let the machine blow it out, or take the hose outside (or in a big room) and twirl it around like a cowboy's lasso.
