I think that insulation is a good idea, but an even better one is to find a way to heat up the hose. There are plenty of products out there that can do that. For example, try google searching something like:

heated hose covers + CPAP

You should not have much trouble finding them.

As a northerner, I have put in many winters at -20 to -30 degrees C., and I have used CPAP in house with woodburning fireplace which warms a room well when you go to sleep, but when then the fire dies down, makes a room much cooler and prone to rainout in the mask. I know what you are going through.

As far as insulation goes, I can tell you that the best material to insulate is goosedown, especially European goosedown. You could easily make your own insulation by modifying a down ski jacket or comforter. Nevertheless, you are better off with a product that heats up the hose.
