I had this problem when I first started. First, instead of a mask that covers your nose, try a nasal pillow or nasal prong mask. They just rest on your upper lip and don't put pressure around your eyes. Second, even though you don't think your mask is too tight, it may be. A friend who is a nurse told me that puffy eyes is a common problem for people on oxygen in the hospital. She said any strap or pressure across the cheek can cause fluid to build up under the skin -- and hence puffy eyes. The staps can really seem pretty lose and still hold the mask in place. Good luck.
