My 10yr. old can't sleep!

I have a ten yr. old son who I have problems getting to sleep On school days he saids he ca'nt fall asleep till 11:00 sometimes later. My two sons sleep in the same room My other son whos 7 sleeps next to him & goes to sleep early,while my 10 yr. old sits there tossing in sleep & getting up going to the bathroom,Ect. anything but settling down to sleep.On the weekends we have to fight to get him to sleep at all! I have a baby so I go to bed thinking he's in his bed going to sleep I get up in the middle of the night to se him up watching tv or playing his game! I can't understand why he's not tierd! He saids he lays down & all these things go through his head & he thinks about all kinds of stuff causing him not able to sleep.
I believe sometimes he stays up ALL night,what should I do as a mother who needs her sleep,I can't stay up with him & make sure he's sleeping! I thought about giving him books to read,doesnt work,warm milk doesnt work,I have tried everything but a sleeping pill! I don't think thats safe!His mind is always going So much that he can't settle down to sleep but falls asleep in class at times.Should I see a doctor about it or is it just a game he's playing with me?
