My effieciency numbers weren't quite as bad during my several sleep studies, but I too have had doctors say that I don't meet the criteria for OSA as well. Many feel (both doctors and people on this site) that your brain often adapts by staying in shallow sleep thus avoiding the deeper stages and deeper breathing which show up as OSA. Did you have a hypopnea index number? If that number is high it might cause micro-awakenings as well. If you think it is narcolepsy, you can certainly be tested for it (HLA blood test, or the definitive CSF test at Stanford) If you Doc will write a Rx, then try the CPAP because you might not realize how bad you have gotten.
