australian medicare standard

Hi there
I have just found out that the requirement for a medicare funded cpap in my state of NSW (australia) caital city Sydney is:
- an rdi of 40 an hour or more (mine is 38.5)
- minimum Sa02 <70 (mine was 85%)
and there are no masks provided, ever.

My oxygen levels on my original diagnostic test was 85% and back then I bought my own equipment which is now failing and so are my finances.
These numbers will not allow me medicare eligibility here. How is it in the US and other countries?
