With a CPAP the issue is that the distributors will not adjust the pressure without a prescription.

The key word here is prescription. Lets say a doc wrote a scrip for you to take one pill and you decided to take 5, he would not be responsible for the results. So I'm guessing that the logic is if a person (knowledgeable or not) was able to arbitralily change their pressure and was to die during the night due to an incorrect pressure change, who would be responsible. The person who gave them the information on how to change the pressure on their own, the person changing the pressure, the doctor who prescribed the machine or the manufacture.....

This is a extreme example showing how complicated the situation can get. I doubt if one answer would be ok for everyone involved.
