I don't believe that CPAP use can cause or aggravate Diabetes. However, the underlying Sleep Apnea is can cause or exacerbate Diabetes.

In fact, if you’re being treated for Diabetes, your Diabetes treatment may become more effective. Therefore, you may wish to increase the frequency with which you take reading of your blood sugar, at least for the first few months of CPAP treatment.
