I would assume that this question is referring to the one before regarding being an "intentional transmitter". As the machine isn't certified because it doesn't transmit radio frequencies, it should be OK to answer NO. Otherwise they would want to see the documentation showing that it is certified and that it complies with the appropriate rules. Hope that helps. This is only my thinking on this and I don't work for any airline.
