My take is the author is more worried about injury then breaking the device. There MAY be a point to that. For example, its 'generally recommended' to avoid taking a bath or shower during a severe lightning storm because you water pipes are grounded and the lightnigh can travel trhough them ... then through you.
Even talking on the phone during a storm CAN be dangerous ... people have died:

However, I personally am not that worried. I sorta figure 'acts of god' of this sort will get you or they wont no matter what you do.
Being cautious is one thing but living a life of constant fear is pointless.
