Oh, what memories your post brings back: carrying a box of tissues with me every day, sneezing, dripping and blowing and depositing handfuls of yucky tissues in every public trash bin on the three blocks between my bus stop and the office.

Sounds like the Zyrtec isn't cutting it. Sounds like you need the best allergist you can find, an ENT that specializes in rhinitis/allergies rather than surgery. Have you had the scratch tests and the shots? I agree that it's not a good idea to just randomly take antibiotics, especially if there is no infection. An OTC medicine containing psuedoephedrine is very drying and might help, but don't take it at night as it's a stimulant. Do not resort to Afrin; you can only use it about three days and it has an awful rebound effect.

Do a search on stoneroot on these forums; some people have posted that they were greatly helped by the herb.

As a last resort, your doctor may prescribe a corticosteroid; I think my doctor gave me Medrol, although it's been so many years, I can't be sure. I stayed on it until the immunizing effects of the shots kicked in, but steroids have to be used with care.

You'll need to be very aggressive in getting treatment as the potential severity of allergies is vastly underrated, even by those in the medical profession. I wish you all the best. Believe me, I know what you're going through.
