I am in the US, and I just had major surgery back in June of this year. I have had Moderate OSA for nearly 8 years now. During my surgery, I had a general anaesthesia for my surgery. I did just fine waking, and have never had trouble with anaesthesia before, even with my apnea. It may be the differences in medical guidelines in the UK vs US. I am not certain. After surgery, I was told that I needed to be on oxygen when sleeping (I was not using my CPAP at the time, though am now) because my oxygen saturation levels were down into the 70s when I was sleeping. I personally would refuse the spinal unless it was life/death because I have a horrible fear of them.
