You should have your kids evaluated for sleep related breathing disorders.

In the early developmental stages of life, good quality normal sleep is very necessary for normal development. You should have your kids evaluated asap.

For the 3 year old, it may only take a T&A to correct the problem. For your 13 year old it may not be to late to use a Palate expander.

I've copied this from an orthodontist site.

Palatal Expanders

"The palatal expander is an appliance used to gradually widen the upper jaw. This appliance is bonded to the upper teeth and has a screw in the middle for widening. In growing patients this is a simple, pain-less procedure that can create a fuller smile and allow for dental crowding to be resolved."

There are several types of expanders, try a google image search for "Palatal Expanders". Some just slip on the teeth at night and are used during sleep. Try to find an orthodontist who is educated in sleep apnea. The local sleep lab should be able to refer you to one once the diagnosis is made.

This is best done before the child stops growing, no cutting necessary, and the expansion can be done in as little as 2 weeks.

Best wishes,
