I'm no expert on clonazepam, but since it can be a muscle relaxant, I would expect it to increase the incidence of apneas (that is, if your throat muscles relax, then apneas would be more likely). However, it could possibly be lessening grinding of your teeth or restless legs, which would help your sleep.
Apneas can be caused in part by allergies, which could give a reason why the incidence of apneas could change from one time to another. I don't know about other reasons why the number of apneas might vary.
Definitions of apnea depend in part on the number of events, but also on other symptoms such as excessive daytime sleepiness. If you have other symptoms, that might help you in getting coverage.
