How quickly after surgery that the surgery seems to be ineffective probably varies drasticly with individuals.Also, may I suggest that you obtain a copy of your sleep study, not just the report. You may still have a tongue problem. Some sleep centers do not concern theselves with determining how well you sleep in each position, including on your back.
Please continue to work on your problem. You are not the first to be told that you have no problem, and the reason you were told is that the sleep study was faulty. I was told four times that I needed 'mental counseling' and that I did not have sleep apnea. As you have noted there are a large number of folks who post to this forum who are willing to provide suggestions and advice. Sometimes you wil find that their advice conflicts with the physicians advice. You are the only who will make the decisions. Learn, Think and decide.
