hypopneas vs. apneas

I know that hypopneas precede apneas but are hypopneas necessarily considered arousals? Or are they harmless if they never, or infrequently lead to apneas? Or would the goal of treatment be to eliminate hypopneas (because it is figured into AHI) How do you calculate RDI? (AHI is apneas+hypopneas/hours, right?) Sorry for all of these technical questions rather arranged horribly :)
