The problem with the Afrin is that it has a rebound effect after several days of use and will actually cause congestion instead of treating it. There's nothing especially wrong with the product but it is not for long-term use.
By the way, I just re-read your post and I see you have also had UPPP and tonsilectomy along with the septoplasty and turbo reduction. This is a lot of surgery, so the causes of your congestion could be more complex than I originally said. In other words, I dunno much about UPPP or tonsilectomy, except that I had the latter when I was 6.
One thing I didn't mention is that I've read that a small percentage of septoplasties "revert." The septum grows back into its original crooked position. Unlikely, sure, but another reason to call the doc, Roy. A phone call costs little and the peace of mind can be worth the effort.
