In at least one Canadian province, under certain circumstances, one's driving privileges can be suspended if one has OSA and refuses to treat it. The compliance meters are one way of checking up. A poor way to be sure. I dimly recall that the practice is no longer followed. Perhaps a Canadian poster can corroberate (or refute) all this.
