The problem is that it's very hard to get a two year old to cooperate with anything.
However, I would suggest CPAP or BiPAP first. These treatments can be discontinued if there's a problem. Surgery is risky and irreversible.
Also, since this case is complicated by Cerebal Pasly the specialist for that disorder should be in the mix.
