From my reading, the primary effect of a beta blocker is to lower the pulse rate. I don't understand why this would affect apnea.
I am going to be addressing the issue of hypertension medications used in conjunction with CPAP (BIPAP in my case) and how they affect gastrointestinal disorders, shortness of breath, and blood pressure. I'll let ya know.
I have previously asked a cardioligist re the Beta Blocker issue and he knew of no problem.
