Call your pcp this morning with the readings, don't wait for an appointment, tell him you want a referral now and to expedite it.
You have two reasons for this. Your sons leaving in forty-five days, and his low O2 levels. Push hard and get things expedited all the way through the process.
If all else fails, get on lists for cancelled appointments. I would want to have things taken care of before he leaves, but I will point out that if he is going to a college or university, most have good medical care on campus that you may be able to utilize.
I'm sure you know that oximetry is an indication of things, and doesn't tell the whole story. How much does your pcp know regarding this. Use your knowledge, as you have been.
