ChuckS - I can tell you exactly what private enterprise's reaction to metric is from our Canadian experience.
Back in the mid-80s our Canadian government in it's enlightened (?) wisdom decided and decreed that we would all, henceforth and forever more, live with metric. Private industry jumped on the band wagon and decreased package sizes to the closest LOWER metric round number, and then increased the price (increased packaging expense).

The end result was that we got less and paid more for it! Private industry wouldn't let an opportunity like that slip away.
