Sleep onset sleep apnea is not rare. It happens when falling asleep and after arousals during sleep where the breathing rate changes and blood gases are stabelizing. Goes away once you get to sleep. Usually it does not have negative consequences the next day and is not connected to Obstructive Sleep Apnea. It is a central sleep apnea event, no effort for a few seconds. You can have both or either.
I think this is what you are talking about, and hope my information is correct.
