What you "may" be describing is Rosacea.Another possability is a common vitimin( can't remember which one)which can dialate the blood vessels and cause a flushing of the face and neck.I AM NOT A DOCTOR but since dealing with exzema i have went into both areas(nose wants to start looking like W.C.Fields famous nose)and skin flushing out as you describe.You may want to go to the national roscea society on line. Above all se a dermatologist.
