On what basis did you determine that you had Sleep Apnea since birth? Unless you're very young, you were born before CPAP was invented. Also, until very recently, Sleep Apnea was almost completely unkown to medical science (though it surely existed).
Titration is simply being tested to determine what CPAP settings are best for you. The correlation between severity and setting is very loose. The only way to do this (currently) is for a sleep technician to watch you sleep, and adjust the setting based on his observations. After he changes the settings he reobserves, until he has found the setting to which you respond best.
