Obstructive Sleep Disordered Breathing or Apnea causes systemic hypertension (high blood pressure) and then progresses into right side heart failure. This fact has been known for many many years. I'm not sure why the cardiologists did not pick up on the apnea, especially when in the hospital recovering from a heart attack!??? The mortality rate for untreated Sleep Disordered Breathing is very high. At any cost I would suggest you and your husband have the problem taken care of before it takes care of him! This is no time for bandaid solutions!
Financially, some labs will set-up a payment plan with you. Try the state hospital sleep facilities first, you will likely have more luck with them.
