You will only know if you get him checked out by a specialist. You cannot tell what the symptoms of sleep deprivation are in a child. Having someone tell you that they have observed that he stops breathing while sleeping is a major alarm, and justification for a sleep evaluation as soon as possible. If he were my kid, he would be at an acredited sleep lab before the day was done. I would pray that they laughed me out of there as being too paranoid, after they found nothing wrong. Then I would bring him back once a year. What toddler wouldnt wan't to have his own special Buck Rogers space ship face mask? (Whoops, did I just date myself? Maybe I should have said be selected for junior astronaut training.) If mommy has a pap, and daddy has a pap, how could you keep one away from toddler? If necessary, I'll bet he will consider it normal, he might think he is grown up now, and will have a heck of a lot easier time adapting than us old buzzards.

Finally, I would be real scared about SIDS. Apparently, nobody knows exactly what causes it, but I have to believe it is a real similiar mechanism. Especially if CSA is involved. And I really wonder if we grow into OSA/CSA, or we just have it from the beginning. If so, your son is real fortunate that you recognize it now.
