Tom...As a long distance trucker, I also see many instances of dozing at the wheel. I have seen evening rush hours where drivers "traded paint" just like the NASCAR boys. I have also seen well-meaning officers awaken and cite sleepy truckers for napping on the shoulder of an access ramp...seems the several states would rather we sleep at the wheel of a 40 ton car crusher than take a "power nap".
As you know, the burden rests on the individual, i.e., if you, as an officer, were to have fallen asleep and crashed, the state would assume no responsibility whatsoever. I see many (and have startled a few into wakefulness) police officers who find a place to monitor traffic and subsequently nod off. Unlike their supervisors, I think they are "smarter than the average bear"...pun intended.
If there is to be any change in the mentality that sleep is wasted time, it will have to start with people like those of us who read this forum voicing this opinion to the media and our legislators. As all of us are painfully aware, the change will never trickle down from the top!
