The rulers I see have numbers at each cm and 10 marks (mm) for each number. For example, "x" below is the end of the ruler and there may be a different type of mark (ie "'") at the 5 mm mark. There would also be a mark at each number, for a total of 10 marks, or 10 mm per cm.
